The crack that runs parallel to a bar, about two inches in from an edge, with a rust stain weeping out of it — that one tells you exactly what is happening inside and roughly how long it has been going on. I see it on Coral Gables driveways, seawall caps and pool decks constantly, and the repair is almost never what the owner was expecting.
Why steel breaks concrete from the inside
Fresh concrete is strongly alkaline, around pH 13, and that alkalinity keeps a thin passive oxide film on the reinforcing steel. As long as the film holds, the bar does not corrode. Two things break it: carbonation, where atmospheric carbon dioxide slowly drops the pH of the outer concrete, and chloride, which attacks the film directly at concentrations well below what it takes to carbonate anything.
Once the bar starts corroding, the rust products occupy several times the volume of the original steel. That expansion generates tensile stress the concrete cannot resist, so it cracks along the line of the bar, then delaminates, then spalls. By the time you see a stain, the bar underneath has usually lost section.
South Florida supplies chloride two ways — airborne salt and, near the water table, salt in the ground itself. Nothing here ever freezes, so this is the dominant durability mechanism in coastal concrete, not freeze-thaw.
Cover is the whole game
Chloride diffuses into concrete over time, and the depth it has reached determines whether the bar is in trouble. Doubling the cover roughly quadruples the time to initiation, because diffusion goes with the square of distance. That is why an inch of extra cover is worth more than any admixture.
Practical minimums for exterior work in this environment: 2 inches of cover for slabs cast against forms, 3 inches where concrete is cast against earth, and more on anything within splash range of salt water. Chairs that hold the bar at the right height are a two-dollar item that decides a thirty-year outcome, and skipping them is the most common reason cover is wrong.
The mix matters too. A water-cement ratio at or below 0.40 makes the paste dramatically less permeable. Supplementary cementitious materials — fly ash or slag at 25 to 50 percent replacement — cut chloride diffusion substantially and are standard practice for coastal work.
Repairing it properly
- Sound the surface with a hammer or chain drag to find delamination beyond the visible cracking. The damaged area is always larger than it looks.
- Break out to 3/4 inch behind the bar, all the way around it. Patching over a half-exposed bar leaves the corrosion cell running.
- Clean the steel to bright metal, replace any bar that has lost more than about 20 percent of section, and lap new bar properly.
- Patch with a repair mortar of similar stiffness to the parent concrete, bonded to a saturated surface-dry substrate, and cured wet.
Costs run $80 to $220 per square foot of patched area on structural elements, and $12 to $30 per square foot for surface repairs on flatwork. It is expensive per unit because it is small, labor-intensive work. Can I just grind off the rust stain and seal it? No. The stain is the symptom of a corroding bar underneath, and sealing the surface does not stop an electrochemical process happening two inches in. Cosmetic treatment buys a year and makes the eventual repair bigger.
Do epoxy-coated or stainless bars solve this? Stainless does, at three to six times the material cost, and it is genuinely justified in splash zones. Epoxy coating helps if the coating is undamaged, but nicks from handling create concentrated corrosion cells, and its field record is mixed.
How do I know how much cover my slab has? A cover meter reads it non-destructively in a few minutes, and a survey of an average driveway or pool deck runs $400 to $900. It is worth doing before you decide between patching and replacement, because the answer usually changes the economics.
